I really doubt that 32% of MSNBC's audience is conservative, especially since such a small share of the audience for shows like Hardball and Maddow identify themselves as conservative.

By Pew's own study, 43% of cable news viewers define themselves as conservative, 37% as moderate, 14% as liberal, so arguably Fox News just reflects the audience for cable news and does it rather well.

Also, if Fox News does spend more money than MSNBC, it's because FNC doesn't have a massive broadcast news network it can piggyback on (by the same token, though, Fox News's large share of the news audience may be explained in part by the fact that there isn't a broadcast or cable competitor for the conservative audience).
