How screwed up does your country have to be to want its citizens to flee?

A somewhat different version of “Fast & Furious” could speed things up, but only if the arms were distributed in the southern part of the country - you know, the area that has been having food riots because the price of tortillas has skyrocketed. Can we say “ethanol”, boys and girls?
