No, I don’t think that he did it because he’s a man, but I think that a woman is more nurturing and less likely to act in such a cold vindictive way.
Actually, it was just plain foolish to even touch the girl, let alone remove her top. It is possible that the incident is not exactly as described, that the child was not cowering, but covering face to taunt the teacher, but his reaction was just plain stupid.
