It’s the first and only time I’ve ever heard of bc numbers being issued for babies BEFORE BIRTH. Eleanor wants us to believe the numbers are issued as the pregnant woman walks across the threshold of the hospital.
She’s saying that although the twins were born on the 5th, their bc numbers are several digits less - because she, Eleanor arrived before Stanley Ann did.

Dead people don’t get birth certificates, do they? Stillborns? So wouldn’t they wait for birth to give them numbers?
It is obvious Obama was not born at that hospital. His number must have come from a different location or been taken from another baby, like little Virginia who lived a couple days,
