There are several answers to this. The university makes $1.5 billion dollars off of football. The players are universally treated as gods. (I live in town.) There are simply no rules for young black men. If they told them not to have sex with drunk women they’d be laughed at.
A boss once told me, “Never make a rule you know will be broken as it damages your authority more than just ignoring whatever it is.”
What? Do you work for the administration? The global warming folks? 1.5 billion? Really? Check your math there dude.
I spent one term living in the "jock dorms" at a minor Midwestern university, and it confirmed my belief that sports do "build character." (The caveat being that such character is generally bad.) One of my former co-workers had a very attractive sister who was housed nearby, and when her acquiescence was not forthcoming, the reactions of those fine young athletes were often frightening.
How much worse things have gotten in 30+ years, I probably can't even begin to imagine.
