Not to take anything away from Putin, but if I recall correctly, Chuck Norris’ 8th degree blakc belt is in Tang Soo Do, which some people say is more rigorous than Taekwondo. I also note that Putin’s 9th degree is honorary, whatever that means.
I believe it’s similar to Al Gore’s honorary science degrees.
