I'm not sure what you mean by "total control," but I do agree you'd need controlling majorities in both houses of Congress. Another key thing you'd need is the support from one or two higher-profile Democrats. The Reids and Pelosis of the world will defend any Democrats to their graves, but there might be a few willing to stand up.

Er, if you read the Constitution, it only requires the House to impeach.

Yes, yes, of course. I'm not talking about some symbolic gesture by the House of Representatives. I'm talking about impeachment followed by the equivalent action in the Senate.
The one thing I realized after the WJC impeachment, was that an impeachment and removal from office is less about legality, and more about politics. Even an impeachment is a political act, but if nothing "backs it up," the House looks like a petulant bunch of schoolkids. At least with WJC, he was disbarred in Arkansas, and the USSC ruled that he could never argue in front of them. And as I said in my original post, I think the House vote on impeachment for WJC, was joined by a handful of Democrats.
