There are Javascript compressors, that change the formatting of a script so it is hard to read and appears as one big blob. This code appears to have been put through one of those compressors to obfuscate and confuse the reader, and to create a minor obstacle to foul play.
That makes it difficult to determine if it’s garbage or well-structured code. I’ll give them the benefit of the doubt and assume that it was well-written code passed through a compressor.

I have no idea of what any of that was you just said, but ...YES! I for one do believe this “glitch” in the system was intentional in order to help usher in the ultimate and original goal of a single payer system. You don’t have to be in the least bit sophisticated to figure that out.

The compressor doesn’t change the functioning of the code, just the formatting of the text.

We had something almost exactly like that happen in my company. We wanted to remodel a computer lab, bid were acquired the low bid company was local to the lab (Tucson), but the person in charge insisted we use a company she had worked with before that was local to HQ (Seattle), so we paid them a bunch more and they subcontracted to the Tucson company.
