I am guessing that when they are told to stop or to line up, these children have not been taught by their idiot parents to listen. Ergo, there is running and confusion. Having them drop to one knee, I suspect, keeps them from running and knocking down others.
Exactly. I never kneeled before anybody the whole time I was in school and no one got killed.
