Ex-kulaks and other "anti-Soviet elements"
On July 2, 1937, Stalin sent a top-secret letter to all regional Party chiefs (with a copy to NKVD regional chiefs) ordering them to present, within five days, estimates of the number of kulaks and criminals that should be arrested, executed, or sent to camps. Produced in a matter of days, these figures roughly matched those of suspect individuals already under police surveillance, although the criteria used to distribute the kulak and criminal elements among the two categories are not clear.
On July 30, 1937 the NKVD Order no. 00447 was issued, directed against "ex-kulaks" and other "anti-Soviet elements" (such as former officials of the Tsarist regime, former members of political parties other than the communist party, etc.). They were to be executed or sent to GULAG prison camps extrajudicially, under the decisions of NKVD troikas.
The following categories were systematically tracked down: ex-kulaks previously deported to special settlements in inhospitable parts of the country (Siberia, Urals, Kazakhstan, Far North), former tsarist civil servants, former officers of the White Army, participants in peasant rebellions, members of the clergy, persons deprived of voting rights, former members of non-bolshevik parties, ordinary criminals, like thieves, known to the police and various other socially harmful elements. However, many were also arrested at random in police sweeps, or as a result of denunciations or simply because they happened to be relatives, friends or just acquaintances of people already arrested. Many railwaymen, workers, kolkhoz peasants, and engineers were arrested in the course of the Kulak Operation just because they had the misfortune of working in, or near, important strategic factories, railway or building sites, where, as a result of frantic rhythms and plans, many work accidents had occurred in previous years. In 1937-1938, the NKVD reopened these cases and systematically ascribed them to sabotage or wrecking (Werth, 2009).
Any state could intervene to stop this conversion of police to paramilitaries. A few state laws would return police to “normal”.
1) Prohibit police departments from possessing proscribed weapons and equipment, such as belt fed machine guns, fragmentation hand grenades, etc. And all such weaponry is to be turned over to their respective county Sheriff.
2) Require that any federal funds directed at individual police departments had to go through the state, and that any special equipment, including communications, computers, software, and any electronic connections to federal agencies had to go through the state as well.
3) Prohibit the use of SWAT standards for training at the state police academy, and that SWAT units would only exist at the county and state level.
4) Prohibit the use of warrantless search by any police organization in the state. Any forced entry search must be approved in a detailed, specific, location and/or individual suspect verified warrant. Police agencies that execute improper warrants will be liable for insurer verified damages caused by that execution. Pain and suffering must still be determined by lawsuit, if appropriate.
5) A Sheriffs First law. That any warranted or federally legal warrantless search must include notification to the county Sheriff and coordination at least one hour prior to execution, “as a public safety measure”. Likewise, any “sting” operations require notification as well.
6) All multi-agency police actions must first be approved by the state. Federal non-police agencies are prohibited from conducting police activities in the state unless supervised by a responsible federal police officer.
The basic conflict is between those who want Liberty and those who want Totalitarianism.
For over a century various names have been applied by the advocates of Totalitarianism to their groups such as Progressive, Socialist, and Communist.
All such names are based on the King-Slave Style of governance.
The last King-Slave System practiced in America was the Plantation System which ended in a horrific Civil War, and consequences that we are still recovering from today.
Currently, the King-Slave Model has been sold to America as a Safety Net, and eagerly embraced by the 47 % who pay no person homage to their King.
The 53 % are being led by Republicans who are afraid of EFFECTIVELY opposing the King.
Hence, we have a watershed position in time rapidly approaching where we, the 53 % who pay our personal Federal Income Taxes, must choose between changing the Leaders of the Republican Party, or continue to financially support these same cowardly leaders.
Partial Government control is Socialism.
There is partial Liberty with Socialism.
Total Government control is Communism.
There is no Liberty with Communism.
Conservatives are dedicated to conserving Liberty.
The Federal politicians who support whole or partial Government control are either Socialists or Communists.
Conservatives should not donate money or time to these Socialists or Communists.
