another vote here for magicjack, it’s so cheap in comparison to regular land-lines.
I believe they do make magicjack2 now, it can plug directly into your router or switch, without a pc.
I found one and ordered one for under $40 (with shipping included).
There used to be a free service called Net 2 Phone.
But countries that taxed the beejesus out of telephone service freaked out and I believe forced them to shut down.
