how to restrain an increasingly out of control segment of society

The original out of control segment of society was the federal government that created so many of the problems that you allude to. The feds must be restrained to work within the Constitution. Many of the problems will go away when that happens.

The Constitution leaves police powers to the states. That should include selling raw milk or not, firearms regulations, drugs, etc...

The government isn't the solution. It's the problem.

You're entirely missing the point.

As John Adams and other Founders CLEARLY pointed out on various occasions, our Constitution only functions if the citizens of the country are self-restrained via an external moral code, i.e. God. The reason should be blatantly obvious: Our constitutional system of government gives its citizens unprecedented freedom to govern themselves. However, this freedom can be used for good or for evil. Like fire, it can only be safely entrusted to those who will not use it foolishly and who will, for example, resist the temptation to burn their neighbors house down.

What many, many conservatives fail to understand is that while our Constitution is amazing and worthy of reverence and protection, it is completely powerless and irrelevant if the people turn their backs on God. Let me say it more bluntly: Once the people fall into degeneracy, the Constitution actually becomes a bad thing as at that point it turns into nothing more than a license to behave any way you desire, no matter how irresponsible.

Constitutional purists who forget the need for God in the equation unwittingly become allies of the left by justifying their selfish behavior. The Constitution + God = true freedom and prosperity. The Constitution without God is meaningless and void. The sooner we relearn that the sooner we will understand the true root of our problems.
