If you listen to Dr. Soon's presentation, pretty much any satelite data from space measuring such small changes as mm/yr on earth are worthless due problems with calibration methodolgies (see minute 41:00 for this conclusion). His summary value is 1 mm/yr based on review of tide data.

Can understand that. MM from space is a bit ridiculous. The graph in the article I linked shows a drop over 11 cm from norm.
