It will take something more than a nuclear attack to wipe out taxpayers' obligations to the Internal Revenue Service.
An addition to the Internal Revenue Manual, which is supposed to guide the conduct of all I.R.S. employees, declares that if the bomb is dropped, ''operations will be concentrated on collecting the taxes which will produce the greater revenue yield.''
An I.R.S. spokesman, Johnell Hunter, said today that the new section -titled ''National Emergency Operations'' - had been added to the manual in response to a directive to Government departments from the Federal Emergency Management Agency.

At this point in time, I believe the realistic “first strike” will be from within. No, not terrorism, but patriotic revolt from those upholding the constitution and willing to take up arms against the closest enemies of the republic... the internal ones.
I wonder what the IRS contingency plan is for THAT? Probably nukes... against us.
I remember reading years ago about the doomsday plans, at the Greenbriar or some such facility and how the IRS tax records were always duplicated and kept up to date for this very reason. Self preservation of the State.
In case of nuclear war, the IRS will just collect the subjects gold teeth.
