Sounds like some of the shops are nearly as clueless as some of the legislators. 9mm equal to the effectiveness of a .45 or .40? The larger the gun the more velocity of the round? Maybe the writer misunderstood some of the info provided. Barrel length/velocity.
The reporter's first stop should have been The Cornered Cat.
In DC they can own handguns that hold up to 18 rounds?

Home defense = shotgun
For home defense, I felt I needed more cartridges available after those 6 shots. For easy use and price, I got a Ruger 22LR and have two 25 cartridge magazines (Hussein isn't getting my magazines). All my ammo is hollow point.
I already had a Colt 38 upstairs next to my bed but nothing downstairs and I wanted to keep that loaded Colt upstairs at all times. I have been to gun ranges with this Colt so I wasn't new to shooting and hitting a target.
For small animals and at home target practice, I got a Walther PPG pellet handgun. It doesn't have the blow back feature, so it is quiet for using in town. I got a target box to capture the pellets so I could use it in the back garden and not have lead pellets all around for my little dog to “eat”.
I have two long guns that are too heavy for me, Remington rifle and Remington shotgun but I did buy ammo for those late last year. All my ammo is in Ammo boxes with O2 absorbers except for small ammo boxes next to the handguns and 22 rifle.
M1911A1, best pistol in the world and good exercise carrying it around....plus, the ultimate in INTIMADATION factor...ever looked at one from the barrel....
This article is a very cheap imitation..The DC , while it does occasionally have some very good pieces, and has some excellent reporters, like Neil Munro, has become far more tabloid
Do NOT do what my friend Roy did. I love to tell the story and I hope he forgives me. His wife is a tiny Filipina lady, one of the sweetest people on the face of the earth. So Roy teaches her to shoot with a .22 rifle. He then leaves for a couple weeks at sea, but not before showing her how to operate their 12-gauge shotgun. "It's just the same as the .22," he says, figuring that if she ever has to use it in self-defense it won't make any difference anyway.
Problem is, while he was gone she took it to the range to check it out. With magnum 00 buck loads because that's what he left her with. Then he came back. The conversation was...heated...
