Seems I could tell him facts, and he wouldn’t believe me. But when he actually had to do the research himself, well,,,, that made a difference.

Most Americans, even those with "soft" PHDs are science morons, and will interpret that number as 4%. For some others, it will register as 40%.
None will grasp it as the 0.0004 multiplier.
