That is correct. But, what is considered close? Usually when you incur a penalty, you get stance plus two club lengths and then drop. He dropped within one club length, no closer to hole. I don't see how he was getting an advantage. Not even he is that good. I believe he was full of himself in his press conference when he bragged about moving back so he wouldn't hit the pin again.

The rule is clear. He broke the rule. Assuming he signed his scorecard, he should be disqualified. Instead they invoked the ‘Tiger’ rule.
