If they would just spend the money right at the start, lot’s of these things are preventable.
I’ve spent a couple decades in the oil/gas/petrochem industry. At least half that has been pipeline related.
In my experience, the problem is not the money spent at the start, it is the money spent in the decades that follow that most often lead to failures. Not always, but most often.
