Ok, couple of questions here as I am unable to get v the article to come up on my phone: what type of special needs? Are we talking downs syndrome or are we talking ADHD or behavioral issues? And if the kid is violent, to the point of assaulting the driver, why doesn’t the kid have a para~professional with her?
I have no idea about the particulars of this story, but "special needs" seems to be the new media throw away line for anything from a kid that occasionally misbehaves to a mentally disabled quadriplegic, and everything in between those two extremes. So essentially, "special needs" tells you absolutely nothing.
Violent “special needs” students, need to learn that attacking people is a bad idea. If they can not learn that as children, they will end up with a terrifying life.
I am not sure how you teach a special needs child to not respond violently when that is their habit, but if you can not teach the kid, he/she needs to be removed from mainstreaming programs and educated in a place that can effectively deal with the child.
In public school situations though, you have some idiots dealing with children disrespectfully and aggressively. They could and do manipulate and provoke any child they target to act unsightly and they lie about targeted children in an effort to ruin them, too.
This video only shows the driver kicking the child down and does not show what occured between the bus driver and the child prior to that inappropriate action. So the reader has no real idea of what was going on in this incident.

The bus driver pushed her off the steps from behind, with a kick in the butt.
There’s nothing that would indicate violent on the part of the child while she was standing on the steps.
Absolutely inexcusable on the part of the human reject that kicked her like that.
