If you are passing someone then there is no issue, as you said you will get over when you have completed your pass.
The issue is the morons that sit oblivious in the left lane while traffic piles up behind them and the entire world has to pass them on the right.
They’re selfish thugs...oblivious, or in-your-face, ignoring the people behind them and forcing everyone to dangerously drive around them on the slow lane.
The law in Oregon says to let faster cars go by, and move to the right.
