Why does a civilian police department NEED 14 machine guns?

Yea it stinks doesn't it. The NG Armory has theirs under tight lock and key in a vault. In my 55 plus years living in this area the City Of Knoxville has not had reasons to need or use such a weapon in the line of duty. The militarization of civilian Law Enforcement Agencies is getting way out of hand.

The Oak Ridge DOE/DOE plants nearby by is a different matter. Actually with recent security issues there the DOD should be the facilities responding security with active duty armed forces.
