There is a step one, which makes illegals, legal, there would be no need to bother with the other steps, no one is going to make them obey the rules or ask them to leave. They would have legal status and that is all they would desire.
But don't get excited, I'm not buying into it. First, who will enforce the security and enforcement? Second, it will still spur a flood of new illegals who think they can get in on it regardless if they can or not. Thirdly, how will they know who was here the day the law was signed and who came after that? Fourthly, Rubio's plan sounds very reasonable and he sounds sincere but I know and you know it's only a sales pitch and by the time the House and Senate get through bouncing it back and forth it won't have one tenth of what he's talking about left in it. And it will have a load of crap that's outrageous no doubt including a few billion in pork for things that are totally unrelated to borders, illegals or immigration.
