Um, can’t be 2004 vintage, because it was already being referenced here at FR in 2002. And according to Lapin, the line about kids being iconized as precious is indeed from Mein Kampf, as in this translation:

And yes, the passage doubtless has Sanger in view, but there is no escaping the fact that fascism is Hitler’s chosen vehicle to achieve this eugenic utopia, as this line from the same paragraph makes clear:

“In this matter the State must assert itself as the trustee of a millennial future, in face of which the egotistic desires of the individual count for nothing and will have to give way before the ruling of the State.”

In other words, the almighty state owns your children, because your children are the fodder needed for the utopian quest of a perfected humanity, which only the fully collectivist State is equipped to pursue. To channel Mr. Rogers, “Can you spell “fascism?”

The remainder of the quote is an interpretation of Mein Kampf provided by Lapin, who in this fictitious letter is “channeling” Hitler writing from Hell, much as CS Lewis did in Screwtape Letters. Here’s the full Lapin quote:

“Finally dear Julius, you will remember what I frequently said and wrote in Mein Kampf: ‘The state must declare the child to be the most precious treasure of the people(7).’ I explained that as long as the government is perceived as working for the benefit of the children, the people will happily endure almost any curtailment of liberty and almost any deprivation. It is truly heartwarming to see how well this lesson has been learned by American government. In the name of the children, incursions into the private lives of American citizens have been made that we Nazis would have gazed at with open mouthed admiration. Does it matter that our bodies failed as long as our spirit still triumphs?”

Good research! Whatever the date, the first part is from MK.
