Correct. What he was pissed about was that during the pre-game “ground rules” meeting with the head coaches and officials, it was agree that in the event of an “icing” situation, the kicker would not be permitted to attempt the kick.
I saw no info on that, but that was my guess. I note the kicker missed the mulligan and adjusted. I am also sure that the kicker and the holder planned to do just exactly that.
