The video is clear.

The guy was biting the officers hand.

The officer immediately reacted to the bite by striking the biter to get him to release his hand.

The biter drew blood from the bite he inflicted.

Like I said, the video is clear.

You are obviously a cop apologist. One: the cop had no business sticking his hand over the guys mouth, actually it looks as if he actually stuck it inside the guys mouth. Two: the cops hand was out of the guys mouth after the first blow so why did he keep on hitting the guy? Three: the cop was wearing gloves so there is no way in hell the guy bit the cop hard enough to draw blood. There were three other cops holding this guy all they needed to do was handcuff him and toss him in a squad car. Why didn't they and why were they holding him and hitting him to begin with? What led up to that?

All of these officers should be fired.

If they were “fishing” for information why was he bent over the hood of the car by what appears to be four officers and why was his nose being pushed severally upward when the bite occured? Even after the officer was bitten the guy was still under control, he appeared to be under control when his nose was being pushed upward. If the officer had not been doing that he probably would not have been bitten. Of course We haven’t seen all the exchange and it does appear they were probably dealing with a POS with a violent background but the only one the film shows out of control is the officer. The officers holding the “victim” are placed in a bad situation by the out of control officer because if they release him worse things can happen.

The guy was biting the officers hand.

Any particular reason the "officer" had his hand around his face since there were two other "officers" man handling him?

What particular laws were being broken that the innocent until proven man was treated like a criminal...

I see it your way - cops aren't always perfect but neither am I.

That said, I fear the imminent police state and not just because it will be populated using affirmative action.

Having watched the full video to the point where the altercation is taken out of screen, I agree with you. The police seem justified in handcuffing the perpetrator who is clearly resisting, with several grabs at the guy’s face by more than one officer within the heat of the altercation. And I concer with the officer whose finger(s)was (were) clearly being bitten by the offender.

It seems like a clean bust to me.
