What I had read was that during the Ike admin, a 50 year contract was agreed upon between USA and the aliens.
In exchange for the aliens providing certain electronic and military technical info, they were allowed to do biometric testing, genetic engineering, and actual abductions.
I’ve also heard a couple times people who claim to be ex-mil black box type workers say that whatever you think we might have as far as military tech, add 100 years to that level, and that’s where we are!

I am not a believer in the existence of extraterrestrial life on Earth, however I am all the same constantly astonished by the immediate reaction of incredulity and mockery that most people have on the issue of extraterrestrial life. It is really not that implausible. The universe - scratch that, just THIS galaxy of ours alone is an extremely big place. The Milky Way by itself is truly large, with exceedingly many solar systems, and that is just in our galaxy alone. There are exceedingly many other galaxies out there. Which is why, even though I've never seen evidence of an ET, and I cannot say I believe in their existence (in the way the are represented by most media anyways), I'd say there is a far higher probability of their existence than there is of Obama saving the US, or of the GOP growing a spine and doing real good for the country. Much higher probability.
Yet, the mere mention of anything related to an ET and one gets guffaws, yet I keep reading headlines of how the GOP is about to (nominate a conservative, win the election, put someone with a brain in charge of the House, save West, put forth Palin, vote correctly on the fiscal cliff, release damaging info using the Trump stalking horse, all sorts of other October surprises, etc etc etc) and yet no laughter comes from such statements? Maybe the reaction to ET stories and the latest 'headlines' from FR regarding the 'inside dope' on what the GOP will do need to be exchanged!

One night, the Summer before last, during a camping trip deep into the wilderness I saw a incredible glowing green orb shoot out of a remote canyon, zig zag in the sky across the hillside in front of me then dive back into the canyon. I experienced an "immediate reaction of incredulity and mockery" when I told my family and co-workers about it. I have learned to keep my mouth shut about such things.

President Eisenhowers alleged meeting with extraterrestrials, where agreements were reached with some of the visitors giving them permission to take some of the Earths resources in exchange for advanced technologyMakes no real sense.
1. A people advanced enough to travel from (presumably) another star system would also presumably be able to synthesize any resources they need or obtain them from asteroids, etc.
2. Any such people would be advanced enough that our weapons systems would pose little threat to them. Therefore they would have no need to make agreements with us, anymore than we make treaties with cockroaches.. It's far more likely they would just ignore us and go about their business.

“They” make no sense to me. If one does start with the premise “They” exist, one has to conclude they go to great efforts to avoide detection of their activities which would indicate they care what we perceive. The “Prime Directive” concept never made sense to me.
If we are of no value to them, we would experience them doing whatever they came here to do. Roaches run for cover when the light is turned on.
If we have value to them, they would assist us. I cannot conceive of caring for a group withour caring about individuals in the group.
