That is a picture from 2008 story of a drunk driver who fell asleep at the wheel and plowed his car into a bike race. He injured 10 and killed 1.

I remember the story but I thought he was just drunk and drove the wrong way down that street. Don’t remember that he was asleep.

If you view the uncropped picture of the crash, you'll see that the police escort that was in front of the pack veered to avoid the drunk driver and exposed the pack to a head on with the driver.
