That 141% is likely garbage. Looking at the PDF in question, you'll notice that while there are ~175,000 registered voters, and ~250,000 "cards" were submitted (thus 141% "turnout"), the vote totals for Obama (~66,000) and Romney (~56,000) add up to only ~122,000, or about a 70% turnout.

I'm told that the county has a system where voters are handed 2 cards, because there are too many candidates and races and propositions to put on one card. It simply shows that the PDF spreadsheet is poorly explained, not that there was massive fraud. Don't let headline writers seeking attention make you hold a position that can't be defended.

My point being, investigate it first, then see if it is legit. There are counties in Ohio and Colorado with more votes that voters. All they had to do is match census data with registered voter data and vote for unlikely voters. That’s why we had so many tweeted reports of voters showing up at polls and finding they voted at 7:00 AM
