Won’t this require an amendment to the Constitution? I just can’t see enough senators or governors that would touch this. I can’t see the populace putting up with such a move.

Senators or governors would have nothing to do with it. Three-quarters of state legislatures would have to ratify a constitutional amendment, after it passes both houses of Congress by 2/3’s majorities.
