The bigger problem is how do you fit 150 million people into Texas?

Physically, not a problem - lot of room there. The key would be to allow free market capitalism to run free of government interference domestically and internationally with minimal taxes and tariffs. Texas would be sustainably wealthy like any society that allows the free market to run.

Texas would need to adopt the United States Constitution as good, sound law of the land so it would be under the rule of law not the rule of man. Government limited to protecting it's citizens from legitimate threats to life, liberty, and pursuits, no "entitlements" and only a few legitimate cabinet posts. And keep the three branches separate - no administrative laws and regulations. And somehow make the the Supreme Court accountable to interpret the constitution in good faith based on text and original intent and understanding.

Texas biggest problem would be how to create sufficient deterrents and defenses against foreign invasion.

That is the only problem I see. Are you counting Domestic invasion as some of the foreign? Domestic invasion (ner do wells) will be a problem as well.

It outlines concepts that could be incorporated into the new Texas Constitution.

If there is going to be a way to do this it must be systematic.

1) Set up Texas National Guard posts at all major border crossings into Mexico and the other 49 states.

2) Declare secession and pass a new constitution for the Free Republic of Texas.

3) Begin offering currency in the name of this new country.

4) Announce to Texas citizens that they have three weeks to decide if they want to live in Texas or another country. Anyone who wishes to leave, they are free to go. Anyone wishing to enter Texas will be allowed but they WILL NOT HAVE VOTING RIGHTS FOR THE FIRST FIVE YEARS unless they can rove they were living in Texas for those five years. Anyone not already residing in Texas at the time of secession may enter only with a $5,000 (TX) dollar per entrant fee while the new republic builds up a treasury for border protection and to barter a deal with the United States to resume economic trade and restoral of some sort of passage between the new nations.

5) Other temporary measures will be passed under the directive of the former Governor of Texas, now acting President of the Republic of Texas for the purpose of establishing a working government.

6) Texas land owned by the US government and military equipment owned by the US government will be purchased from the US on a payment plan to allow for a transition of military bases and other US facilities to be used by the Republic of Texas.

7) While the US Constitution will be the framework of the new Texas constitution, it will clearly outlaw abortion rights (with a few exceptions), clearly state marriage as only recognized between two consenting adults of different biological genders, allow for common prayers in public schools, establish a death penalty, and bestow other rights liberal froth at the mouth about to attempt to take away from the citizenry.

Voting and legislative freedoms will eventually be restored to the people of Texas but only after such time that the borders are secure, a new currency is widely in circulation and photo IDs are passed out to all citizens which includes a place to designate how long someone has lived in Texas - as a way to verify their ability to vote. Yes, this is not going to be a full democracy for some time but that will be necessary to prevent either the U.S. or Mexico from flooding Texas with people whose loyalties are to old governments and old parties having too great a say in crucial Texas Republic matters.

There’s more to say but that’s the basic framework. Being nice guys and asking permission is not going to make any project successful. Texans will have to take over the new country and fence in their people temporarily until a peaceful secession can be negotiated.
