Philly is a perfect example. If you dont have Philly....you dont have the state. I think all states should have systems like Nebraska and Maine where two electors are given at large and the rest are given by congressional district. That limits the effect of one area's vote fraud to the two at-large and the one district elector.

Then we could overturn the 17th amendment and let state legislatures choose senators that actually represent their home states.
