Color me skeptical, but it sounds like someone is trying to explain away the lack of effect, while keeping the cause in play.

2. We must stop global warming.
3. The global warming we “know” exists isn't doing what we predicted, therefore, special rules apply that allow the ice to not melt despite the horrible global warming.
