I attended a southern HS in the 70s that was almost exactly a 50/50 split between white and black students, and there was no behavior problem anywhere close to what the school in this story has.
It ain’t a race issue. It may be an issue of urban black culture, but that’s not the same as race (though postmodern racialist “scholars” might like to portray it as such).
