Police: Pennsylvania boy, 13, says he killed grandparents because they called his mom a whore

PITTSBURGH — A 13-year-old fatally shot his grandparents in their home because he was upset that they called his mother a whore and “were speaking poorly about her,” state police said in charges filed Tuesday.

Zachary James Proper, of Oil City, was charged with criminal homicide for the weekend shootings of Dorothy and George Fross.

According to the criminal complaint by troopers in northwestern Pennsylvania, Proper’s parents, Ryan and Karen Kapp, called Oil City police Monday night because they were concerned that their son had gotten drunk and high on Sunday night and had stolen a car belonging to his grandparents. The Kapps called police because they could not reach the Frosses by phone and because Proper told them that “his friend had shot and killed his grandparents,” the complaint said.

The Oil City police chief went to the Frosses’ home and questioned the boy, who acknowledged shooting his grandparents, authorities said. The state police were eventually called because they have jurisdiction in the township where the grandparents lived about 70 miles north of Pittsburgh.

The boy has been arraigned by a district judge in Franklin and ordered held without bond, which is standard in Pennsylvania homicide cases. The Associated Press left messages with his parents and Neil Rothschild, an attorney apparently representing the family.

Well if he says that's what they did, then they deserved it.

I'm guessing there's no chance that he killed them because they objected to his "borrowing" their car, right?

His mother may be pure as the driven snow, but I still think having her 13 year old commit double parricide and drive drunk on a school night reflects poorly on her.

It is unclear by the article but what you wanna bet this was the in-laws talking bad about their daughter-in-law?

Either way they should not have said this to a 13 year old. He is too young to understand adult things and in his eyes Mom is everything.

so he lied about killing them... trying initially to blame his friend.
...so, i would doubt all the rest he said, in an attempt to “blame the victims”.
it’s quite possible, they didn’t say anything at all bad about the Mother.
(and in fact, may have scolded the boy, who deserved that and more!)

You really think this is what happened? Seriously?

In reality, this double murder took a lot of planning and premeditation.

He just, on the spur of the moment, found a set of boltcutters and used them to open a gun safe? His grandfather just felt like going out for pizza on a whim that one night, leaving him alone with his grandmother? He just happened to have his earphones in when he snuck up behind grandma and killed her? He only wounded grandpa first and hesitated before killing him?

Everything about this story stinks of an attorney trying to build a plausible scenario to support a claim of second-degree murder versus first degree murder.

Think about it for a few minutes. Let it sink in.

Oh, and on the "daughter-in-law" angle.

The murderer's last name is Proper.

The mother's current last name is Kapp.

The murder victims' last name was Fross.

So it's possible that she was the daughter - i.e., her last name was Fross and is now Kapp and may have been at one time Proper or she may have simply given birth to Proper's child without benefit of marriage.

Or she was the daughter-in-law and was once involved with Fross, and then maybe with Proper and then maybe with Kapp?

But the most plausible explanation is that she is their biological daughter, since it is possible her name was Fross, but it is unlikely that they had a son with the last name of either Proper or Kapp.
