I can’t tell by the outfit (no weapons, though) but what does a god need with a weapon?

His left hand is in the ‘earth witness’ mudra. That is how Buddha Shakyamuni is usually depicted. This is Padmasambhava and I have never seen a representation of him using that mudra before. According to the article this was probably carved around the 8th to 10th centuries. Padmasambhava gave teachings in Tibet in the 8th century.
