One theory that seems to fit "most" of the time is whichever tribe gets the most airtime in an episode (prior to the immunity challenge) IS going to tribal council.
I figure since Lisa from the Facts of Life is shown having a breakdown in the previews, then she is probably safe from tonight's vote.
