More like a University run NGO (with high salaries and expenses and such), it sounds like. Spanier could easily be appointed to run it.

Why should the people of Pennsylvania and State Penn students pay the fine instead of the actual perps and enablers?

If the taxpayers pay the fine maybe they will realize that state universities shouldn’t exist to provide taxpayer funded minor leagues for the NFL and the NBA.

I am sure this would come out of TV revenue, ticket sales and not any taxpayers wallets.
