My guess is the dorms are either all-male or all-female.
Multiple people are probably assigned to each room, and (if it is like most typical dorms) the rooms don’t have private bathroom/showers, but rather there is a common bathroom/shower area.
This is a perfectly reasonable setup, but it is poorly setup for men and women to share the same room.
My guess they didn’t even consider the possibility of married couples sharing the same room, because—after all—how many married couples are there entered in the Olympics (or ever in history)? Not many. They were trying to arrange the dorms to accomplish as many people as possible as cheaply as possible. Same sex dorms accomplish that.
The gay couples are just taking advantage of a loophole. Two male (or female) competitors (gay or straight) share the same room. The fact that nobody monitors what goes on inside the rooms is the loophole.
I first read that as "The gay couples are just taking advantage of a poophole."
