While there is a strong resemblance, the bent-one was born more than a year after Jo Jr. died, so I think somewhat unlikely. Plus from the pictures I've seen of the bent-one’s mom, I don't think she was ever Kennedy caliber.

Billy Jeff’s Mother’s legs had more airtime than a AA Pilot with 30 years experience. Billy Jeff has a clue who his father was but that is all.
