As I understand it, South Carolina has very lax spay and neuter laws.

I've never heard of spay or neuter laws. Do they really exist?

My animals are spayed/neutered through my personal choice, why would the city/state or local govt intervene on something like that?

YES THEY DO! I can tell you of one place too! The animal shelter in Montgomery County Kentucky!!!

I got my dog from there after finding him on http://www.petfinder.com/index.html
The animal shelter in Montgomery County said I could not take him home till he had been neutered. So I had to drive back from WV the day he had his operation and pick him up, not from the animal shelter but from the vets office that did it. You have to imagine that I really loved this dog to do that! Poor doggy was stoned out of mind and scared from being at the vets. In the dead of winter I had to carry a 48 pound Siberian Husky to my truck! He got to go to McDonalds on the way home but did not feel like eating. Now however he KNOWS when we are at a McDonald’s drive through!

In my county, licenses are $20 higher for intact animals.

My animals are spayed/neutered through my personal choice, why would the city/state or local govt intervene on something like that?

Because the local government ends up spending a lot of money dealing with unwanted animals.
