You can protest all you want that SS and Medicare were paid into, but it won't matter to the big-government crowd who believe all the money is theirs and we're nothing but supplicants.
The problem is too much welfare -- not too few conditions. "Be careful what you wish for" applies here.
You raise some good concerns. Of course, it is unlikely we will initiate drug testing for welfare recips or replace welfare programs with private or church incentives until we obtain control of Congress and then it is even questionable.
I was going to suggest that if employers can test employees as a condition to further employment, we ought to be able to test recips as a condition to further receive free money, but that probably will not fly.
It seems to me the gist of your argument is that we should not do something about the problem because it will lead to other perhaps larger problems. Not sure that is a prudent approach.
