You don’t need to lose population to lose representation.

Missouri’s population *increased* by 7%, but they lost a seat. New York’s population *increased* by 2.1%, but they lost two seats.

California’s population increased by 10%, about the same as the US overall at 9.7%, and thus neither lost nor gained seats.

Sure, if a state grows slower than the US average, they will eventually lose representatives until they hit the bottom.

But neither the question nor the thread topic was about representation.
