Prosecutors do not care even a little bit about guilt or innocence. They just want convictions. If there are two suspects to a crime and the prosecutor is sure one is guilty and just as sure the other is innocent he will prosecute the one he is most likely to be able to convict. That is not necessarily the guilty party.
