I am going to make a harsh generalization based on my own experience and having witnessed this first-hand for most of my life.
I do not know where it started, but I believe it can be traced to the 60s, during which time most social conventions were challenged and largely overturned. Prior to that time, it was understood that behavior like that would not be tolerated by society at large; and it was not. However, it seems that the behavior you saw in that video became acceptable during that time as rejecting how "white" people expect "black" people to behave.
The behavior seems to be learned young and is reinforced by family, peers, celebrities, and a lack of really strong moral, ethical, and polite role models. That is how it was explained to me by a friend and fellow retired Army NCO, anyway. He'd never let his kids carry on like that; woe unto them if so.
As I said, this is a generalization based on my own experience. It does not apply only to melanin-enhanced persons, but that's who we saw in the video. Flame away. Call me what you like, but I believe my own eyes and years of experience. I do not believe there is any reason for any person, of any ethnicity or socio-economic background, to behave in public like the people in this video.
