Can my daughter be questioned without a parent present?

Yes. As a former juvenile delinquint, I was questioned, as a minor, without parent presence. They still must read Miranda rights if an arrest has been affected, however, since most minors won't understand, those rights must be explained in a way that minors would understand.

And, the rest of the answer is YES, certainly ~ if you want to complain take this up the food chain, and the other little girl is certainly using the cops to bully your kid.

But I'd go higher myself ~ straight to the question of WHY the authorities didn't think of that themselves and bust the other kid FIRST.

Not to be sarcastic about this but if your kid is not gay, and the other kid is not gay the people behind this bullying program have no interest in either of them. This isn't your game at all.

Nowadays, if an arrest is or is about to be effected an adult must be present in at least some states (I don’t know if the requirement is federal or state by state). This is usually the parent, or in the parent’s absence, some representative.

Maybe it varies from state to state. I always thought a parent had to be there.
Next time, tell the kids, no talking to the police unless you have a lawyer there. No ifs and ,or buts.
Same goes for adults. The cops will tell you if you have nothing to hide, you dont need a mouthpiece.When they are questioning you, it is for a reason and they think you had something to do with whatever they are looking into. They may be shady cops looking to clear up their case load by hanging a crime on someone. If your alibi has the smallest of chinks in it, they have their suspect and into the pot you go.
When they have you in the room, they are not your friend.
