I think that's because Slick Willy always referred to him as Sen. Al Gore or Vice President Al Gore instead of Sen. Gore or Vice President Gore. When he did it sounded like all one word.

Algore - Igor.

There was some skit that Rush’s voice impression guy Paul Shanklin did where Bill Clinton was cast as Dr. Frankenstein and Al Gore was Igor. The Igor character was “Algore”, and it just kind of stuck in Rush’s lexicon.

When Clinton was running, Rush began lampooning him as if he were Dr. Frankenstein, and naturally, the Doctor would need an assistant. Mostly, it was a hunchback named Igor (or Eyegor), so Algore. get it?
