This clearly demonstrates one of the major things wrong with how our CONgress is so terribly jacked-up.
What the heck does education spending have to do with a war funding bill? Absolutely nothing. But this is how pork barrel garbage (earmarks in particular) get through. While this may technically be “legal”, it certainly isn’t moral. Even supposedly “good” additions have no place being attached to non-related pieces of legislation.
And to top it off- using this to violate a state’s sovereignty. Will Rick stand up, or lay down?

Separation of powers would suggest that the executive does not have the ability to "guarantee" anything that the legislature will do.
