It seems that the investigating officer should have known that this situation involved domestic violence and an arrest should have been made. The combination of Woods facial lacerations and the usage of the golf club to shatter the rear window are probable cause for an arrest.
I do not understand the reports of his unconsciousness. I am puzzled how the accident could have caused him to lose consciousness. Perhaps he was beaten with the golf club. This incidendent seems serious as a case of domestic violence. The police have not done their job to make an arrest with ample evidence of domestic abuse.
