I wonder what percentage of the population is at or below the federal poverty line.

Good question. In the United States, 12.8% are below the poverty line according to the (reasonably reliable and objective) 2004 American Community Survey.

So then, if 13% of the population is below the poverty line, but 28% of the teens getting pregnant are below the poverty line, then these kids in poverty are twice as likely to have these pregnancies.

They are playing games with statistics and numbers to make their political statement.
