It’s my understanding that in order to repeal legislation, it would have to be repealed by both houses of Congress and also be signed by the President. If Obama vetoes the repeal, then Congress would have to have enough votes to override his veto. Things are looking good right now for Repubs to take back one or perhaps even both houses of Congress, but I think it’s highly unlikely that they would win enough votes to override a veto.

Yes, but it would be a heck of a good start, there’s always 2012, if we live that long.
